DESCRIPTION

This emergency flood control CMAR project for the City of Flagstaff involved the rapid construction of a double-barrel box culvert underneath US-180 to create a critical relief route for stormwater flows through Schultz Creek. Selected at the 60% design stage in December 2023, Banicki immediately collaborated with the City, Ardurra, ADOT, Mountain Line, and the community to develop groundbreaking shoring techniques and traffic control plans. Banicki’s innovative solutions enabled both directions of US-180 and the Flagstaff Urban Trails System (FUTS) to remain open throughout all phases of construction. Banicki also performed immediate utility investigation, potholing, and as-building to mitigate all utility impacts for the community. Banicki broke ground as soon as the snow melted in late March, and by mid-July, all 848 LF of precast box culvert was installed.

PRECONSTRUCTION SERVICES

Within the first 10 days of our preconstruction contract being executed, Banicki obtained an ADOT encroachment permit and performed 24 potholes before the risk of snow in mid-December. This provided critical as-built data to the designer, allowing revisions to the box culvert inverts and slope, which eliminated six major utility relocations initially called for in the 60% design.

VALUE ENGINEERING

To optimize the project budget and timeline, Banicki collaborated with the City of Flagstaff and the design team during preconstruction to implement several significant value engineering initiatives, including:

  • Reducing the number of utility relocations by revising the culvert inverts and slopes based on critical as-built data obtained from early pothole investigations.
  • Identifying cost-effective construction methods to expedite project delivery while ensuring compliance with safety and engineering standards.

SCOPE

  • 848 LF of double-barrel box culvert, measuring 8’ x 5’.
  • New 20” waterline lowering and realignment.
  • New sanitary sewer.
  • Extensive coordination and relocation of multiple utilities, including City water, City sewer, APS, Lumen (CenturyLink), Altice (Optimum), and UniSource Gas.
  • Development of innovative traffic control phasing to maintain two-way traffic on US-180 throughout construction.
  • Implementation of various vertical shoring methods and temporary works to support utilities during construction.
